Mr. Shabtai Shavit, Chairman of the Board of Directors, International Institute for Counterterrorism (ICT), IDC Herzliya and Former Director of the Mossad, Israel

The session was part of the ICT's 16th World Summit on Counter-Terrorism: "Unpuzzling Terrorism". Mr. Shavit discussed the question of whether our counter-terrorism efforts will be regarded in the eyes of history as successes or failures. He stated that history will only accept complete destruction of terrorism as success. Mr. Shavit also emphasized the importance of international cooperation to prevent terrorists from acquiring and using non-conventional weapons and urged the participants of the conference to learn from each other and for “common wisdom to prevail.”

Summary:

Mr. Shavit began his remarks by posing the following question: “Is history going to judge us as winners or losers in the fight against terrorism?” He stated that superior intelligence, defensive and legal measures, technological advances are not enough and history will only accept complete destruction of terrorism as success. Mr. Shavit also emphasized the importance of international cooperation to prevent terrorists from acquiring and using non-conventional weapons. He wished for participants of this conference to learn from each other and for “common wisdom to prevail”.
