The following report details the main fatwas published in November and December, 2011 on Minbar Al-Tawhid wal-Jihad, a Web site run by the Salafi ideologue Abu Muhammad Al-Maqdisi. Web surfers' questions are answered by the site's Sharia Committee, which comprises a number of prominent Salafi sheikhs.
This publication presents some of the religious-legal rulings [fatwas] handed down in November and December 2011. Among them, we highlight fatwas concerning joining the Free Syrian Army and the revolutionaries in Libya; participation in protests against the continued rule of the Supreme Council of the Armed Forces in Egypt; participation in demonstrations against the regime in Morocco, alongside elements whose principles contravene those of Islamic religious law [shari'a]; the appropriate response to a French newspaper's having derided the prophet Muhammad; and the essence of the relationship with the Al-Nahdha Party in Tunisia.

The following report sets out the main fatwas published between September and October of 2011 on the “Minbar Al-Tawhid wal-Jihad” website, belonging to the Salafi ideologist, Abu Muhammad Al-Maqdisi. The surfers' questions are answered by the “Website's Sharia Committee”, which includes a number of prominent Salafi sheikhs.
The fatwas published over these months, dealt mostly with the situation in Libya following the fall of Gaddafi's regime. Other fatwas of interest discussed the upcoming elections for the Egyptian Parliament, the elections in Bosnia, the religious permit given to women to go to the Jihad theaters, the permit to abduct foreigners in the Gaza Strip and more.

• In an Eid Al-Adha sermon, Sheikh Abu Hayyan Asim lists the achievements of the mujahideen and the success of the Arab revolutions, which he sees as the beginning of the end of an age of secular tyranny.
• Abd Allah Khalid Al-Adam Abu Ubaydah argues that the Arab revolutions have destabilized the Middle East, as well as Western economies. He adds that democracy is not possible in Arab countries, because of the tribal nature of their societies.
• Sheikh Abu Al-Zuhara Al-Zubaydi, a senior member of the Lebanese Jihadist organization Fatah Al-Islam, advises the Syrian people how to conduct their uprising against Bashar Al-Assad.

• The supervisor of the Ansar Al-Mujahideen Web forum held a workshop titled, “A Campaign to Support the Somali People Against Kenyan-Israeli Aggression in Muslim Somali Territory”.
• Prominent contributor to Shumukh Al-Islam Ashik Al-Qaeda (lit. “Loves Al-Qaeda”) details the faults of the military council in Egypt, and makes his case for sending it the way of Mubarak.

• Ayman Al-Zawahiri is officially declared as Al-Qaeda's leader to replace Osama bin Laden. Al-Qaeda promises that Jihad will continue until the Day of Resurrection. The following report sets out the main fatwas published on the “Minbar Al-Tawhid wal-Jihad” website between April and June 2011. The website belongs to the Salafi ideologist, Abu Muhammad Al-Maqdisi. The surfers' questions are answered by the “Website's Sharia Committee”, which includes a number of prominent Salafi sheikhs.
The fatwas published over these three months dealt mainly with new developments in the Arab campaign following the popular uprisings. Global Jihad was caught unprepared for such developments, and therefore there is no organized religious framework clarifying how to conduct oneself in face of the new campaign, how to get involved in the current struggle developing in several arenas, and so forth.
A review and analysis of the fatwas and the issues they discuss reveals several paths of action that global Jihad may operate in, even though at this point there is no information on the formulation and modeling of Al-Qaeda's policy in general, and in particular of the Jihadi branches in the various theaters.
The most prominent element arising from several answers given by the Salafi-Jihadi sheikhs is that their followers must not use the tools of democracy to obtain the objective of implementing Islamic Sharia, as these tools constitute an infringement of the Oneness of God.
The religious clerics also dealt with other issues in this respect, including the issue of harming innocent Muslims found amongst heretics; harming members of the “tyrannical” regimes' security forces; questions of religious permission to take part in the Egyptian political campaign following Mubarak's fall; recommendations with regards to the events in Syria; reference to the protests held in several Arab countries; and encouraging financial support of Jihad and raising donations for it.

The following report contains the main Fatwas published in October 2010 on the “Minabr Al-Tawhid wal-Jihad” website, belonging to the Salafi ideologist Abu Muhammad Al-Maqdisi. The surfers’ questions are answered by the “Website’s Sharia Committee” comprised of several prominent Salafi Sheikhs.
It should be noted that since Al-Maqdisi’s arrest on September 17th 2010, there has been a significant decline in the number of questions on the subject of Jihad on the website.
The Fatwas published over the past month dealt with a wide variety of issues and regions, including: the ruling regarding working on oil installations in Iraq; the scope of Jihadi publications in the Maghreb, the ruling regarding harming Christians, women and children, the principle of “Bayaa” (pledging allegiance), commemorating the anniversary of the September 11th attacks, the ruling regarding leaving for Jihad, the ruling regarding charity funds etc.
