The relationship between terrorism and human rights is a matter that has been reflected upon by the United Nations General Assembly and Commission on Human Rights, and to a more limited extent by the UN Security Council, well before the events of September 11, 2001.
Consideration had also been given to the potentially negative impact of counter-terrorism upon human rights. Since 9/11, with events such as the establishment of the detention camp in Guantanamo Bay and the proliferation of security and counter-terrorist legislation throughout the world, a considerable amount of attention has been paid to the issue of the extent to which counter-terrorism impacts upon human rights.
